Building #22 is a contributing structure in the Fort Hancock and Sandy Hook Proving Ground Historic District, which has been designated a National Historic Landmark. The site played an important role in the defense of New York Harbor. Built in 1898, the building was one of five barrack buildings for enlisted men. Today the NJ Sea Grant Consortium conducts research, education and outreach programming. The building is used year round by staff, students and college programs.

The 2010 Trust grant helped fund a master plan for barrier free accessibility. The 2004 planning grant helped fund a preservation plan that guided the restoration. The 2004 capital grant helped fund exterior restoration, completed in 2010.
